IPLO — Informatiepunt Leefomgeving
The Informatiepunt Leefomgeving (IPLO) is the Dutch government's knowledge centre for the physical living environment. It is a joint effort of central government, the association of municipalities (VNG), the association of water authorities (UvW) and the association of provinces (IPO), and it supports professionals at public authorities, environmental agencies and trade bodies with information on environmental law, the Digital System for the Environment and Planning Act (DSO) and the Omgevingsloket. IPLO covers the subjects where the Omgevingswet runs into practice: soil, construction, water, noise, asbestos, external safety, air quality, energy conservation and odour, plus situation-specific guidance. For our work IPLO is the layer between the statutory text and its implementation: where you find how a provision is meant and how competent authorities apply it.

What this source does not give you
IPLO publishes guidance, not law. An IPLO handbook or Q&A is not statutory text, not a policy rule and not a court decision; no rights can be derived from it, and the competent authority in your municipality or water authority may take a different line. The municipal, provincial and water-authority rules themselves are not there — those are disclosed through the Omgevingsloket — and neither are the NEN standards that the regulations refer to.

- What exactly is IPLO and who runs it?
- The Informatiepunt Leefomgeving is the Dutch government's joint knowledge centre for the physical living environment, carried by central government, the VNG, the water authorities' association and the provinces' association. - Is IPLO guidance legally binding?
- No. IPLO explains how legislation is meant and how it is applied in practice, but it is neither legislator nor court. An IPLO page is therefore a strong aid to interpretation and a weak argument as an independent legal basis. In advice or a decision the reference to the statutory provision should come first; IPLO can be cited alongside it to show how that provision is usually read.
- Why do you consult IPLO alongside the statutory text itself?
- Because the Omgevingswet system is spread across an act, four orders in council, the Omgevingsregeling and thousands of decentralised environmental documents. IPLO brings those layers together per subject and states which authority is responsible for what. That makes it useful for finding the right entry point quickly; the citation in the regulation itself we then take from the official sources.
- Does IPLO tell me which rules apply to my plot?
- No, IPLO is the wrong source for that. IPLO describes the system and the national rules per theme; the rules that apply at a specific location come from the municipal environmental plan, the provincial or the water-authority by-laws, and are disclosed through the Omgevingsloket. In practice we use IPLO to establish which type of rule is at issue, and the Omgevingsloket to retrieve the text in force for that location.
