- No. The Werkwijzer Poortwachter is the assessment framework UWV itself applies when testing an employer's reintegration efforts. It explains how UWV weighs a file, but the statutory obligations sit in the Civil Code and the Gatekeeper Improvement Act, and a court forms its own judgment. Use it to anticipate what UWV will do, not to establish what the law requires.
