The Dutch state-budget documents are published by the Ministry of Finance. The old address rijksbegroting.nl still exists but now redirects to rijksfinancien.nl, which carries the Budget Memorandum, the departmental budgets, the annual reports and related items such as the Tax Plan and the Spring Memorandum. The older archive remains separately available at archief.rijksfinancien.nl, with visualisations of expenditure and revenue. That site states of itself that all data presented there form part of previously published budget memoranda, budgets and annual reports.

What this source does not give you
Budget documents are financial and political papers, not a legal source: an explanatory passage in a budget or in the Budget Memorandum says what a minister intends, not what the law is — the appropriation act itself is enacted and promulgated as legislation. Beyond that, this is a presentation layer: the same documents are also parliamentary papers, and during maintenance or a redesign of the site a direct link can be temporarily unreachable.

- No, and that distinction is the heart of this domain. The budget contains estimated expenditure and revenue set in advance; the annual report is the retrospective account of what actually happened. The old archive site made that explicit with a separate “budget versus realisation” section. Anyone making a claim about government spending must therefore say whether they are citing an estimate or an outturn, and for which year.
