The Dutch Healthcare Authority is the regulator and supervisor of Dutch health care: in its own words it works towards accessible, affordable care and available youth care, supervises care providers, health insurers, regional care offices and the CAK, and sets maximum tariffs for certain treatments on the basis of periodic cost research. Its documents are collected on the government publication platform, with policy rules, regulations and tariffs together; there you can filter by care sector, subject, validity and document type. The Authority distinguishes thirteen sectors, from acute care and maternity care to dental care, district nursing and health insurers.

What this source does not give you
The Authority deals with funding, service descriptions, tariffs and supervision — not with the substance of treatment. What counts as good care clinically is set out in the professions' own guidelines, not in a policy rule; and whether something belongs to the insured basic package is a different question with a different answering body. Also mind validity: policy rules and tariff decisions apply for a defined period, so a tariff question about an earlier year calls for that year's version, not the current one.

- What kinds of documents does the Authority publish?
- On its publication platform, in its own words, everything: policy rules, regulations and tariffs, plus factsheets, forms and executive board decisions among others. Documents can be filtered by care sector, subject, validity and document type. The Authority also publishes monitors and information cards mapping a sector or a development; those are of a different nature — they describe, they do not prescribe.
- How do I find which tariff applied in a given year?
- Through the validity filter on the publication platform. Alongside care sector, subject and document type, the Authority's documents can be filtered by validity, which is exactly what a retrospective question needs: the tariff decision in force at the time, not the successor that has since replaced it. So always include the period a document applied to in your citation.
- Does the Authority say anything about the right treatment?
- No. The Authority regulates how care is described and funded and supervises the parties in the system; the clinical norm lies with the professions and their guidelines. In practice those two layers are easily confused, because a service description sounds clinical while it is in fact a funding concept. Answering a clinical question with an Authority document means answering it with the wrong kind of source.
- Why does the Authority appear under both LEO and ZIA?
- Because the same documents serve two kinds of question. In health law the Authority's policy rules, regulations and tariff decisions are legal sources: decisions by an administrative body carrying rights and obligations. In care practice they are funding frameworks: they determine how a service is described and billed. The same text, two readings — which is why it appears in both product contexts.
