Notubiz is a Dutch software company based in Capelle aan den IJssel whose Politiek Portaal platform supports the meeting and decision-making process of regional and local government: agendas, council proposals, motions, amendments, minutes and live streams of meetings. The company says it has supported local government for more than twenty years and works, by its own account, for almost 250 different local authorities — municipalities, provinces, water authorities and joint arrangements. The list of participating organisations can be retrieved publicly through api.notubiz.nl.

What this source does not give you
This is a commercial platform, not a statutory register: which authorities are on it varies per organisation, and municipalities working with a different supplier do not appear here at all — so the absence of a council document says nothing about whether it exists. The publicly retrievable organisation list moreover contains test and demo environments and a few Belgian cities, so it cannot be used as a coverage figure without cleaning.

- Are all Dutch municipalities on Notubiz?
- No. Notubiz is one of several suppliers in this market and itself cites almost 250 local authorities as customers, while Statistics Netherlands puts the number of municipalities alone at 342 on 1 January 2026, on top of provinces, water authorities and joint arrangements. Which organisations participate can be checked case by case in the public organisation list at api.notubiz.nl. If a municipality is not there, it publishes its council information through another platform or on its own website.
- What documents does the portal hold?
- It is the document flow around administrative decision-making: agendas and meeting calendars, the papers attached to an agenda item (council proposals, motions, amendments, written questions), minutes and video minutes of meetings, and thematic dossiers bundling everything on a single subject. The platform also offers live streaming and a digital-archiving module. What you see is what the council clerk published; confidential or not-yet-released items are not in it.
- Why is council information legally relevant?
- Because the reasoning behind local policy sits there rather than in the by-law itself. Why a zoning plan was adopted, what balancing preceded an enforcement policy rule, what the executive promised the council about a subsidy scheme — that lives in a council proposal, an answer to written questions or a meeting report. In administrative, tenancy and property matters this is often the material that shows how a municipality intended to use its powers.
- How does Notubiz differ from open.overheid.nl?
- In origin and in ordering. open.overheid.nl is the central government facility to which administrative bodies deliver what they disclose under the Open Government Act, organised by information category and document type. Notubiz is the council clerk’s own working environment, organised by meeting and agenda item — which lets you see a decision in context: the proposal, the motions attached to it, the vote and the minutes in one sequence. For local decision-making that is usually the faster route.
