NEN
NEN, in full Stichting Koninklijk Nederlands Normalisatie Instituut, is the Dutch standards body. It brings stakeholders together in committees and records their agreements as standards and guidelines; by its own account NEN manages over 34,000 Dutch, European and international standards. Standards are not legislation, but the legislator does refer to them: within the Omgevingswet system standards are cited without their content being incorporated into the regulation itself. That makes the standard's number the hinge between a statutory requirement and what has to happen technically.

What this source does not give you
What we use from NEN is catalogue information: number, title, status and the relationship to earlier or superseding versions. The text of the standard itself is not included and may not be reproduced by us — the content is subject to NEN's separate terms of access. So do not expect clauses, tables or calculation rules from a NEN standard; do expect to know which standard you need and where to read it.

- Does this include the full text of a NEN standard, or only the metadata?
- Only the public catalogue information: the standard's number, its title, its status and how it relates to earlier or newer versions. The content of the standard — the requirements, tables and calculation rules — is subject to NEN's terms of access and is neither stored nor displayed by us. In practice: we take you to the right standard number, and you read the text at NEN.
- Why are NEN standards behind a paywall when the law refers to them?
- Because the regulations cite standards without incorporating them: the standard remains a NEN publication with its own terms. For part of the building regulations this has been softened. NEN states that since 17 November 2025, following an agreement with the Ministry of Housing and Spatial Planning, 117 standards designated in the Besluit bouwwerken leefomgeving can be consulted free of charge through NEN Connect after a one-off, no-cost registration. These are read-only online versions; European and international standards outside that list remain paid.
- Can VERA tell me which version of a standard applies by law?
- The catalogue information shows which versions exist and which supersedes which, but that is not the same as the version the regulation points to. Which edition applies legally follows from the designation in the regulation itself — for the building domain that is set out in the annex to the Omgevingsregeling. So treat the catalogue as a first signal and the designation in the regulation as decisive.
- May PrudAI quote or summarise a NEN standard for me?
- No. Reproducing or paraphrasing the text of a standard falls outside what we do with this source; we point to the standard, not to its content. If you need the requirements verbatim, read the standard through NEN Connect or buy it in the standards shop. For the designated building standards this has been possible free of charge after registration since November 2025.
- What does VERA use this source for, then?
- As a reference and a pointer. In a question about construction or the living environment it is often unclear which standard is at issue; the catalogue information makes that explicit, so that advice names the right standard by title and number instead of gesturing at it. Assessing compliance against the standard remains the user's work, with the text of the standard at hand.
